While I can understand the need for a survey of some sort I don't think they needed to cause so much congestion. I agree with balloting the residents as a whole and not just the car drivers on that particular day. Forcing car drivers to take part in something they didn't want to I find very strange.

They must be predicting more pedestrian traffic down Seaburn because there is not a 20mph limit along where the Seaburn Hotel is. I hope they succeed in regenerating the sea front at Seaburn. There has always been potential. I think its more likely to be houses rather than a fun fare. Look what they done to Seaburn Camp bus terminus or turning circle. They put houses on that so the camp can't be safe surely.
