Its not so much the coverage, but the fact that all the money is in one league.

No, Bury wouldn't of went under if the club was run properly.... All the other league one and two clubs haven't gone under... Donald is slowly doing the same here...
One slip up by any club outside of the prem, and there's nothing financially to bail you out. You're gone

It certainly isn't and the lower leagues do produce good players on a shoestring. They sometimes feed the top teams as well but if there's no money there will be no incentive.
