Coppers man, not worth it.
They come after you for penny and spend pounds to do that, so if there's a refund available then I want it, even if it's a penny!
They don't like it up 'em

What is?
The council spending a lot of money recovering a small amount people owe or the fact that I don't wish to be robbed?

The fact that they'd pursue money that would cost them more to collect..

There was loads of cases where the price of the stamp cost more than the demand of outstanding tax etc.
But the costs are not just about the price of the stamp, there's all sorts of admin costs as well.

Not everyone can afford to pay at times.

Upping the bill makes it worse

They have to "balance" the books even if it means a loss.
I am not sure how widespread the problem is nowadays but years ago this type of thing was regular.
By now I would suggest that they are able to write off such small amounts.

I wouldn't worry about it because in the money world you have to balance the books but you can write some off so it's a matter of whether they are willing to do that.

Balancing the figures more like because otherwise it's stupidity losing money for nothing.
