There was loads of cases where the price of the stamp cost more than the demand of outstanding tax etc.
But the costs are not just about the price of the stamp, there's all sorts of admin costs as well.

I am not sure how widespread the problem is nowadays but years ago this type of thing was regular.
By now I would suggest that they are able to write off such small amounts.

I wouldn't worry about it because in the money world you have to balance the books but you can write some off so it's a matter of whether they are willing to do that.
