From next week pubs and restaurants in parts of the North of England may be forced to close as coronavirus cases and the infection rate in the region continue to climb

When they do lockdowns, local or national, wouldn't it be better to just do it rather than say we might or we could
Also, wouldn't it be better if we all know what to expect and what restrictions come into force because when it happens there will be too many rules.
Plain and simple lockdowns with no variations but maybe that is just me over simplifying things for the common people to understand.
This way, we all know what is coming and when and we all do our bit knowing it will be over in 3 weeks or so (temporarily
)
