Say @Steve30000 is correct and they are discarded lighters then action must be taken because they will have those button batteries in them and that's a pollutant we can do without.
Years ago there were concerns that these button batteries contained mercury and that kids were swallowing so I'd like to think that issue was addressed.
Still, throwing away stuff like this is not on!

Basically we should just take our rubbish home and bin it properly.
I am not the world's greatest recycler but I have those who drop rubbish for others to pick up.
