Bins overflowing and rats at the Wheatsheaf

Been there and back
Checked this out and it looks like them bins never get empty if the OP is right that it's been like this for weeks on end because they are bad.
In fact the picture looks like what it's like there still but it's been added to with a Tesco trolley.
I also noticed that there was significantly higher traffic as well - a lot of cars on the road.
Social distancing in the shops was fine at 6 feet or 2 metres but we only really need one metre anyway.
Shops were stocked well and I got everything I needed

I drive past regularly and it's always the same
And there's always the obligatory Tesco trolley lying around somewhere close.

Hit and miss but I still get mine from the chemist.

Yes, start to impose penalties for offenders.
Last night we had a mini-storm which came out of nowhere and we had high winds for about an hour.
Those who packed the bins to overflowing found their rubbish was all over the place as the winds caught them.
