It's probably those lighters that have flashing lights on them.

People just throw them on the ground, instead of putting them in the bin, but they have different coloured flashing lights on them, and they keep flashing away even though they're used.

I was going to suggest some form of novelty balloon that has come back down but looks like the problem is solved.
